Suspect Arrested For Sexual Abuse

Detectives from the Montgomery County Police Family Crimes Division have arrested and charged Robert Eugene Felton, Jr., age 60, of the 11300 block of Classical Lane in Silver Spring, with one count of sexual abuse of a minor and one count of third-degree sexual offense that occurred in the suspect’s home in Silver Spring.

On February 2, 2009, detectives began an investigation into an allegation that approximately three years ago, when the female victim was 9 years old, the suspect engaged in sexual contact with her while she was attending an after-school tutoring program being administered out of the suspect’s residence. Family members hired the suspect’s wife and her organization, ”The Certified Learning Centers, Inc.,” to assist the victim in one-on-one supplemental educational assistance...

Man, 61, Is Charged With Sex Abuse of Autistic Boy

A 61-year-old Montgomery County man was charged with sexual abuse of an 11-year-old autistic child whom police said he fondled and photographed, authorities said yesterday.

Abdul Mohamed Kudsy of the 3200 block of Hewitt Avenue in Silver Spring was being held in the county jail and faces two counts of third-degree sexual offense and one count of sexual abuse, according to District Court records. Records say he fondled the 11-year-old more than once and took a picture of him with his camera phone while the boy's pants and underwear were at his knees...
